I've made cone invites before. You could also send invites of "ice cream scoop" made out of different colored paper and everyone could create their own ice cream flavor to fit the color and add to a giant cone you could stick to the wall. Also, have everyone bring unique toppings with them.

as for ice cream - july is national ice cream appreciation month, so you could do something with that - you could make a card with a paper cone and circles of paper for ice cream - and lift the ice creams to find the information inside...

I don't have any clever idea for your invitations. As a kid, we used cake ice cream cones with construction paper pushed down into the cone (a round part was left puffing up and of course the paper was colors to look like icecream). The person would pull out that paper and on the other side would be all the party invitation. I don't think it would work very well if you're mailing invites, though. This was as a kid and we just handed the out at school.

As for the invite...what if you sent everyone a paper "scoop" of ice cream...and ask them all to bring it to the party and make a huge paper ice cream cone. Not probably the best idea...but might work.

For the invitation, could you buy small jars of sprinkles, cherries, various toppings, etc. and tie the invitation to it? You could always write the information on colored cardstock in a round shape and then cut out a cone shape too!
